De "waarschuwing" zich niet in de binnenlandse politiek van de USA te mengen, + het verzoek om de Bidens te onderzoeken alsmede een complotverhaal over een server + het stoppen van de hulp zonder daarover geïnformeerd te zijn, hoewel daarvoor geen condities in de afspraken rond de hulp waren.
